Black Diamond Capital Management said Wednesday that it has acquired TFL. No financial terms were disclosed. TFL is a provider of specialty chemical solutions for the leather industry.

Investment firm Evanston Capital Management has named Dr. Peter Hecht vice president, senior investment strategist. The appointment became effective September 3, 2013. Previously, Hecht worked as a a senior investment strategist at Allstate Investments.

Baltcom, a Latvian entertainment and telecom company that is backed by AXA Private Equity and Resource Partners, has completed its buy of IZZI. No financial terms were disclosed. IZZI is a cable television operator in Latvia.

Alternative investment firm Altegris said Wednesday that it has made two additions to its sales and legal teams. The company has named Natalie Maniaci as senior counsel and advisory chief compliance officer. Also, Les Carrington has been hired as the firm's internal sales desk manager. Previously, Maniaci served as senior vice president and associate general counsel for Trust Company of the West while Carrington worked at LPL.

CIT Group said Wednesday that it provided a senior secured credit facility to The Fragrance Outlet. No financial terms were disclosed. CIT Bank provided the financing while CIT Corporate Finance acted as a lead arranger and sole lender for the transaction. The Fragrance Outlet, which is a portfolio company of Parallel Investment Partners, is a specialty retailer of brand perfumes.

American Capital said Wednesday that it plans on offering $350 million in senior notes due 2018. According to the company, the proceeds will be used for "working capital and general corporate purposes" as well as for investments. Headquartered in Bethesda, Maryland, American Capital is a private equity firm and global asset manager.

Nova Capital has closed its purchase of Newell Rubbermaid's hardware unit for $214 million. The hardware business includes Amerock, Ashland, Bulldog and Shur-Line brands. Nick Morrisroe, formerly of Newell Rubbermaid, will continue to serve as vice president and general manager for the combined hardware businesses. Also, David Jacobs and Richard Lobo have joined the boards of the businesses as Nova’s investment partners, while Ronald Foy of Nova is now an operating partner. Newell Rubbermaid is a producer and distributor of commercial products.

Spencer Trask Ventures said Wednesday that it has promoted Michael Siek to president. Previously, Siek served as senior managing director at the company where he's worked for 16 years. Spencer Trask Ventures is a brokerage firm that specializes in private equity and venture capital.

The Abraaj Group, a private equity firm that focuses on the healthcare sector, said Tuesday that it has made an undisclosed investment in Steripharma. Headquartered in Casablanca, Morocco, Steripharma is a producer and provider of pharmaceutical products.

Europe-based AXA Private Equity said Tuesday that it has named Juan Angoitia as managing director in the infrastructure team in the Paris office. Previously, Angoitia worked at Citi Infrastructure Investors as an investment principal.
